Bloch joined IBM in 1952. He was engineering manager of lBM's 7030 STRETCH super computer system and made contributions to IBM's System/360. In 1984 Bloch was elected a foreign member of the Royal Swedish Academy of Engineering Sciences. He joined the Council on Competitiveness as its first distinguished fellow in 1991. Later he would become the director of the National Science Board.
